NSPIRE scoring and correction matrix
Public Housing and covered HUD Multifamily use numerical scoring. Vouchers, including project-based vouchers (PBV), use pass/fail.

Counting: Each different counted deficiency adds its base value; the category is not a shared point pool. Repeats of the same deficiency score once per unit, building or entire Outside area, respectively.
Example: Two different counted Outside Life-Threatening findings with 20 units inspected: (49.6 + 49.6) ÷ 20 = 4.96 points total.
Correction: Times run from notification. *PHA-approved extensions may apply. Check the individual standard for exceptions and N/A. A voucher PASS here applies only to this finding.
Unscored still means correct
Smoke and carbon-monoxide alarm deficiencies are not numerically scored. They remain Life-Threatening and require correction within 24 hours.
Some handrail and call-for-aid findings are also unscored; check the exact deficiency and conditions.
Temporary scoring exceptions
Listed affirmative requirements are unscored through September 30, 2026. Scoring is scheduled for October 1, 2026 under PIH 2025-27.
Example: missing GFCI protection within six feet of water. Repair deadlines still apply. Voucher pass/fail is unchanged.
Program scope: Numerical scoring includes covered HUD-assisted or insured Multifamily, including PBRA; it does not cover every apartment property. Vouchers follow the PHA's adopted method and approved variations. NSPIRE compliance is due February 1, 2027; early adoption is allowed. Common/exterior areas must serve or be associated with the assisted unit.
